I left an mtr trace running over the last few days and I haven't seen any packet loss to that IP so it doesn't look like there's any issue with that side of the network. Strange...
Yes, this is not a limit imposed by us unfortunately. You can use an Icecast server if you wish to not have to pay Shoutcast for streaming above 128 kbps.
Shoutcast limit the servers to 128 kbps unless you pay them unfortunately. It's not a limit we impose. More info here:
