Help!!! Problems streaming with Butt

Can any one tell me why when I'm broadcasting with butt, the stream output coming through on tunein radio is either sounding like its underwater or really filtered? I'm using virtual dj and windows 8.1? I have checked all audio levels and they seem fine. The sound coming from my monitor speakers is fine as well. My bit rate is set at 9600. It almost seems like it's conflicting with an internal mike or something. Any help would be appreciated.
thanks

Streaming at a bitrate of 96kbps will cause the audio to have that under water kind of sound due to the low bitrates mp3 compression. It will sound fine your end out of your monitors etc, but the media player is playing it back at the bitrate that you are streaming the audio to the server at.
