Hi Hot100Radio

According to this article :

Michael Geist - Internet Radio May Stream North to Canada

Those expecting strict broadcast regulation from the Canadian Radio-television and Telecommunications Commission will be pleasantly surprised to learn that webcasters operate outside of conventional broadcast regulation in Canada. The 1999 CRTC New Media Decision exempts webcasters, thereby relieving them of the need to obtain licenses or meet Canadian content requirements.

So it looks like you don't need a license.

Licensing Glossary. Q: Is there a licence for music on the internet?
A: Yes, there is. The Copyright Board of Canada approved Tariff 22A in 2007, and Tariffs 22 B-G in 2009, dealing with music use on the internet. For more information, visit our SOCAN Tariffs page and scroll down to the description of these tariffs

Does this apply to me?

You are probably best to contact the authority yourself. We are UK based and have no idea to be honest. We just did a quick Google on the subject and sent you an excerpt from the first result.

Webcasters are usually only streaming only their voices, for example a chat show. If you stream music, then you need to get permission/licenses from the correct authority. Simple as that. Because you will be streaming online also, your location is really irrelevant as anyone from any country can listen to your stream.
