If I sign up for the streaming service, and only want to have people able to connect during six hours during the week when we will broadcast, and don't want to have music or anything else playing when off the air ... can I set this up so we won't be charged for connections during off hours?

Yes of course, when you are not streaming as long as the server is switched off then no bandwidth will be getting used.
 
So we control it by turning on and off the connection between our source and your server? If that connection is still open, then even if it's silence and someone connects that's still bandwidth, right?

Does the software on our end allow for automatic turning on and off of our connection to you on a pre-programmed schedule?
 
If there is no source connected to the server then no listeners would be able to connect either.

What encoder software do you use? Most encoders do not have such a feature to automatically disconnect itself from the server via a pre-programmed schedule, generally you have to do this manually yourself.
